High School Student Summit on “World Tsunami Awareness Day” in Kuroshio　Town　

“What we, the next generation, can do to survive natural disasters

~ from the viewpoints of self help, cooperation, and public help ~”

 

１. Concept　

Japan, along with 142 countries, advocated a joint proposal to recognize November 5th as “World Tsunami Awareness Day” with the aim of raising international awareness about the threat of tsunamis and the precautionary measures in place. This was adopted by consensus at the UN General Assembly Committee in December 2015.

In Japan, November 5th was already established as “Tsunami Disaster Prevention Day” in accordance with the enactment of “the Act on the Promotion of Tsunami Countermeasures” (June 2011).

This originated from an anecdote known as “Inamura-no-hi” (burning of harvested rice sheaves). In 1854 on November 5th, when the Ansei Nankai Earthquake occurred, Goryo Hamaguchi, a village headman in Hirogawa Town, Wakayama Prefecture, set alight rice sheaves in the fields, and moved his village to high ground, saving them from the tsunami.

With “World Tsunami Awareness Day” being an educational event, we will be holding the High School Students Summit; an international meeting for young people, on “World Tsunami Awareness Day” in Kuroshio Town. In the event of the Nankai Earthquake, the maximum height predicted for a tsunami in Kuroshio Town is 34.4 meters. With the philosophy that not a single person should be lost to an earthquake or tsunami, Kuroshio Town has launched a variety of initiatives, including the maintenance of disaster prevention infrastructure, disaster prevention education, and generating disaster prevention industries.

Earthquakes and tsunamis are issues faced by many countries, taking many people’s lives, and causing devastating damage.

This time we are holding the High School Students Summit with the purpose of offering expertise on disaster prevention and explaining about the threat of earthquakes and tsunamis in order to train future leaders who can protect civilian’s lives and property from these disasters, and minimize the impact of natural disasters on civilian’s everyday lives and economic situations. This can be done through sharing opinions and learning about disaster related themes, such as necessary disaster prevention, disaster reduction, and rapid rehabilitation and reconstruction.
